Dilbert's Boss could be yours (or is he?), specially if the following rule rings a bell: "The problem is not a lack of resources, it's a lack of meetings". Note that his demonic horn-like hair fits his personality nicely...

Dogbert Both a dog and a consultant (who said life is fair?), he lives with Dilbert. His view is that the entire world and all the people in it are here for his personal entertainment. He is the author of the infamous "Top Secret Management Handbook"...
